Carbon permits will be sold at auction, so industry ultimately decides what theyre willing to pay for them. And if you want to see it as a tax, fair enough, but you should realize that youre paying that tax already. For each gallon of gasoline we burn, we pay whatever we pay at the pump, and then we pay an additional 76 cents down the road in health and environmental costs, according to a recent study by the University of Minnesota.
