Americans would get paid when industries pollute. Rep Chris Van Hollens Cap and Dividend bill, introduced yesterday, is one of many proposals in play that would create market pressure to reduce greenhouse gas emissions, including one by President Obama, but the Maryland Democrats bill is the favorite of environ mk bags prices mental groups.

No other carbon cap proposal does as much to help American families, our economy, and our planet, according to a joint statement distributed today by eleven grassroots groups. Washingtonbased Clean Air Watch called it the best plan out there.

It would require polluters to buy permits to emit methane, carbon dioxide, and other pollutants, and it would return the highest percentage of proceeds to lawful resident of the United States with a valid Social Security number. auction of permits would create market pressure to reduce emissions. The dividends would reimburse consumers for any increase the market pressure causes in utility bills.

Everybodys going to get a certain amount back in their pockets, Van Hollen told the Baltimore Sun. Thats the dividend.

This ma mk bags prices rketbased alternative to regulating industry would reduce greenhouse gases 25 percent by 2020 and 85 percent by 2050. Although a competing bill, the American Clean Energy and Security Act, has been proposed by Congressmen Ed Markey and Henry Waxman, who chairs the House Energy and Commerce Committee, the Sun notes that Van Hollen is assistant to Speaker Nancy Pelosi and no slouch on energy and environmental issues, as cochair of a House renewable energy caucus.

A draft of the WaxmanMarkey bill lacks what Clean Air Watchs Frank ODonnell calls the simplicity and elegance of Van Hollens plans for permit auctions and consumer dividends.

Thank you for your comment, Okpulot. Im not sure where youre getting your figures, but theyre not from the Van Hollen bill discussed in this story. Carbon permits will be sold at auction, so industry ultimately decides what theyre willing to pay for them. And if you want to see it as a tax, fair enough, but you should realize that youre paying that tax already. For each gallon of gasoline we burn, we pay whatever we pay at the pump, and then we pay an additional 76 cents down the road in health and environmental costs, according to a recent study by the University of Minnesota. These carbon cap efforts shift the burden of payment to the polluters and reimburse consumers for any costs those polluters pass along. The more important point is that market forces shift to encourage cleaner industry. Those industries who pollute more pay more. Those who pollute less pay less. mk bags prices
