clothing designer mens clothing designer mens EPA to soon set greenhouse gas standards for polluters

En clothing designer mens vironmental Protection Agency, which begins regulating greenhouse gas emissions Jan. 2, announced Thursday that it will propose industryspecific standards next year.

Despite increasing GOP opposition in Congress and in the absence of a climate bill, EPA officials said theyll propose to limit the emissions of new and expanding power plants in July and finalize them in May 2012. It will propose limits for oil refineries next December and finalize them in Nov. 2012. emissions.

The standards will limit an individual facilitys emissions, based on the amount of electricity it produces. Gina McCarthy, EPAs assistant administrator for air and radiation, said the extent of reductions will depend partly on the best available technologies for minimizing emissions. To decide that, she said EPA will host listening sessions with businesses, states and other stakeholders in early 2011

More immediately, EPA begins implementing new permitting rules Jan. 2. Those rules require large facilities that already obtain permits for other pollutants to include greenhouse gases in their permit if they increase emissions by at least 75,000 tons per year. In July, they expand to cover all new facilities emitting at least 100,000 tons per year.

Both the permitting rules and the new emissions standards have drawn criticism from industry groups, House Republicans and several states wary of their likely economic impact.

Todays announcement marks a crescendo in the EPAs long regulatory assault against Americas energy producers, said Rep. Fred Upton, RMich., the clothing designer mens incoming chairman of the House Energy and Commerce Committee, said in a statement. We will not allow the administration to regulate what they have been unable to legislate this Christmas surprise is nothing short of a backdoor attempt to implement their failed jobkilling capandtrade scheme.

This is not a cap program, McCarthy told reporters in a conference call, referring to a capandtrade bill that passed the House last year. The bill, which died this year in the Senate, would have set an overall cap on greenhouse gas emissions but allow companies to trade polluting permits.

McCarthy said EPA is required to set standards for new and expanding facilities under the Clean Air Act. On Monday, McCarthy told Texas environmental officials that if they dont do so, the federal government will seize control of the states permitting program.

EPA has regulated many pollutants for years, but its new rules are the first to tackle six heattrapping greenhouse gases: carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons and sulfur hexafluoride.

Earlier this week, the EPA announced that it was delaying some of the reporting requirements for large emitters until as late as 2014 because of industry complaints about confidentiality.

Environmental groups, some of which joined states in suing EPA to adopt industryspecific emissio clothing designer mens ns standards, welcomed the agencys announced plan for developing them.

By setting timetables for issuing standards to cut dangerous carbon pollution from power plants and oil refineries, EPA is doing precisely what is needed to protect our health and welfare and provide businesses certainty at a time when some would prefer to roll back the clock, said David Doniger, policy director of the Natural Resources Defense Councils Climate Center, in a statement.

The Edison Electric Institute, representing investorowned utilities, said it could not predict electricity rates because of uncertainty about the new standards stringency.

This will be the determining factor as to whether they can be met through efficiency improvements or, if very strict, might result in fuel switching or use of advanced carbon control technologies, it said in a statement, reports the New York Times. The group said fuel switching or installing carbon capture equipment would increase rates. clothing designer mens
